This PR:

  • Changes the type of GitHub release operation from create to edit for it to edit release notes if the specified tag is already existent.
  • Updates the Dotnet pack task to use PowerShell as some arguments are not being parsed correctly.
  • Tries to resolve Microsoft.OpenApi.Readers.dll no longer digitally signed #941
