Found case, which wasn't has not been thought through in #4615. It's when toolbar(not toolbar settings) don't have enough space and as result overlaps block.

So in this case, maybe we should do something like this:

But what if first block container and its height bigger than screen height? IMO, then we shouldn't move toolbar and remain it in this top, even if it will overlap small part of container.
