webagg is supposed to be completely independent of IPython, and work with only tornado installed.
At some point or other, this was broken by putting a common piece of functionality,
TornadoTimerinnbagginstead ofwebagg_core. This just reorganizes things sowebaggcan be used withIPythoninstalled again.
