Why Are you requesting commit access ?

I've been working on getting Cygwin fixes and support integrated, with @mstorsjo reviewing and merging. Now there's another user contributing Cygwin changes, and I'd like to start paying it forward and reviewing and merging their contributions as well. Hopefully there will be additional contributors over time.

Also, the libc++ CI tests seem quite fragile and it'd be nice to have rights to do the "re-run failed jobs" thing on the actions page. I think this right comes along with commit access.
