works for me but when i compiled the frequency got locked at 0.20Ghz. will continue testing and report back.

yes . i am sure it did . but it should go up after the temp goes down . the temp was at 46C and stiil at 0,20Ghz. it should restore to correct value (2,7-3,5Ghz) because of the temp even if it was still compiling. even after i killed the process it was stuck that low and had to reboot to get it up again.

It takes a while for mine to restore when it thermally throttles but eventually it does so. How long did you wait? Also, does this only occur on kernel 6.19 or were you just stating that it happened when compiling? You could try thermald or changing power limits (#1917 (comment)).
