add `--hf-token` that defaults to the envvar HF_TOKEN, use snapshot_download to get the whole repo, and switch the check for HF_TOKEN to only see if instructlab is in the repo name, not full merl url Signed-off-by: Charlie Doern <cdoern@redhat.com>
