@pagio and @rrtoledo, I'm wondering if we might be able to create a version of local sortition that has better balance properties than the "fully uncorrleated" sortition that we're considering for Leios.

  1. The "mix and match" procedure that we previously discussed already adds a correlation that "repels" duplicates and improves the conditional probability of a shard having an IB not just seen.
  2. Could any of the following techniques be adapted to introduce beneficial correlations within local sortition? These wouldn't work "out of the box", but they might inspire a better local-sortition algorithm. They all have good space-filling properties.
    • Latin hypercube sampling
    • Orthogonal arrays
    • Quasi-random sequences

@bwbush Good idea. Haven't though about this much. I'll add it on my list (not high priority though)
