curl 30s timeout is too long when issue social provider. #1404

Reproduction
How can we replicate this issue?
When there was an issue with the Twitter Social API last time, it caused a disruption to our server as well.
Upon checking with APM, we found that there was a backlog of CURL requests waiting.
The timeout setting for this library was 30 seconds, while the majority of social login providers respond within 5 seconds.
