Heroku does not seem to support these environment variables:

So every time I invoke
herokuI get an annoying notice that I should upgrade, even though I am unable to upgrade with the package manager I am using.This change bumps the warn-if-update-available dependency to support
HEROKU_SKIP_NEW_VERSION_CHECK=true.
