Heroku does not seem to support these environment variables:
https://github.com/oclif/plugin-warn-if-update-available/tree/29abcd1c52be76963a3e2983c718aff18fd706af?tab=readme-ov-file#environment-variables

So every time I invoke heroku I get an annoying notice that I should upgrade, even though I am unable to upgrade with the package manager I am using.

This change bumps the warn-if-update-available dependency to support HEROKU_SKIP_NEW_VERSION_CHECK=true.
