Describe the Bug
Sometimes, when reconnecting to Tor, it says "Tor service has started", resulting in no ability to change identity, but actually connects and routes all traffic to Tor.

To Reproduce
Steps to reproduce the behavior:

1. Connect to Tor
2. Disconnect
3. Connect to Tor right away

Expected Behavior
Proper "Connected" status with all features available

What Custom Configuration Do You Use?
Webtunnel bridges, disabled TransPort and HTTPPort.
