Config and formatting changes to prevent black and isort from thrashing:

% python -m black django_spanner spanner_dbapi tests

All done! ✨ 🍰 ✨
31 files left unchanged.
% python -m isort django_spanner spanner_dbapi tests

Mostly mechanical changes, the important lines are in setup.cfg and pyproject.toml.
