Add a configuration for AppVeyor to enable building and install testing on Windows platforms.
If the secure variable in the
.travis.ymlfile is desired, that can be configured as described here.This attempts to match the Travis-CI configuration as closely as possible, including only testing on Ruby 2.1.x 😉.
