Add a configuration for AppVeyor to enable building and install testing on Windows platforms.

If the secure variable in the .travis.yml file is desired, that can be configured as described here.

This attempts to match the Travis-CI configuration as closely as possible, including only testing on Ruby 2.1.x 😉.

An example build based on this script can be found here.

Fixes #348.

Note that this doesn't test the failure mode exposed in #349, as the AppVeyor instances have git on their command line.
