Add additional compliant declarations to the test code.

Example

The test file test.cpp is missing some tests.

const int c = 1;  // COMPLIANT - internal linkage
const char* const str2 = "foo";    // COMPLIANT - internal linkage
constexpr int k = 1;   // COMPLIANT - internal linkage

Most const-qualified objects have internal linkage.
