Set individual ccache keys per build for ubuntu-cpu-cmake, this is what has been causing (ILLEGAL) CI failures...

Can you also change this in release.yml too? There isn't an arm release, but it could still benefit from using the same cache.

It won't use the same cache btw as they are per-branch.
