Updated the release notes for ASP.NET Core in .NET 10 RC 2 to focus on bug fixes and quality improvements.

@danroth27 Thanks for the progress on the ASP.NET Core RC2 release notes! If possible, it would be great to have these wrapped up by end of week to support the 10/14 release. |
