Description

The docs for listing workflow runs for a repo (https://docs.github.com/en/rest/actions/workflow-runs?apiVersion=2022-11-28#list-workflow-runs-for-a-repository) specify that a valid query param is setting the created time for workflow runs, but this does not show up in the GhWorkflowRunQueryBuilder, so this PR adds in this option

Also updates the README to describe how to publish the dependency locally
