As a first time Coder user, I may not want to invest in Docker or some other compute substrate to enjoy remote development.

I might be totally satisfied with setting up a server once and then letting my team use it in a shared fashion.

Let's create a template where workspaces correspond to an operating system user on the provider box. Each user would have a home directory where they would do their work.

This may be a better default installation path than Docker.
