  2. chore: refactor announcement banner to use centralized config (#520) 

    - Add announcements.ts for centralized announcement configuration
- Add localStorage cleanup for dismissed announcements on startup
- Update WorkflowEditor to conditionally render banner from config
- Remove Codex CLI announcement translations (no longer needed)
