What is the current behavior?

The current pins of dependencies do not support python3.10. Now that rules_python can provide it's own toolchains, it feels like updating these dependencies is safer to do at this time.

What is the new behavior?

Various packages were updated to support python3.10 as well as pick up some bug fixes and security patches.
