Summary

Remove lock mq step in broadcasting mode rebalancing.

Motivation

When starts multiple orderly broadcasting mode consumers, some of them cannot consume for a period time after startup, caused by lock mq failure. This mq lock mechanism, designed for clustering consumption mode, is not applicable and unnecessary in broadcasting consumption mode.

当启动多个广播模式的顺序消费者时，一些消费者启动后一段时间内无法正常消费，原因是重平衡时对队列加锁失败了。队列加锁机制是为集群消费模式而设计的，广播消费模式下不适用也没有必要。
