Custom header should not overwrite default header in RESTCatalog聽#550

In #467, we introduce the feature to support custom header configs in REST catalog.
It works well except custom headers are allowed to overwrite default header.
According to discussion in apache/iceberg-rust#306, this should be prevented. For example, we may never customize ICEBERG_REST_SPEC_VERSION, it should come from the lib itself.
