Doris 2.0 was upgraded to 2.1.7. It was normal before the upgrade.

Authorize a library administrator:

GRANT SELECT_PRIV,LOAD_PRIV,ALTER_PRIV,CREATE_PRIV,DROP_PRIV,GRANT_PRIV ON x.* TO 'x_admin';

When the library administrator creates a new user and grants permissions, an error is reported:

What You Expected?

a user could be database level 'DBA' , he/she can create and GRANT_PRIV new users.
