Uniform Random Sampling able to handle both fractional and int/long sample requests.
Should resolve OOM issue observed when Reservoir Sampling is used for int/long sample requests.
Should be faster in some cases and less memory consuming than ReservoirSample and SimpleRandomSample.
(Still need to make benchmarking test)
