This adds support for OnIdle event in the SmartThreadPool class, so it's not limited to WorkItemGroup anymore. This works by firing the event when IsIdle changes from false to true. From my testing, this works as expected in a small pool (4 threads with 100 queued CPU-heavy jobs).
