Update weighted_sample_with_replacement() in utils.py, learning.py ,probability.py

in pseudo code the sequence of arguments is " WEIGHTED-SAMPLE-WITH-REPLACEMENT(N, S, W)" where as in the code it is "weighted_sample_with_replacement(seq,weight,N)" . Please see PR #366
