Purpose of this PR

[Must Hold] until 2021.1 C++ PR is landed: https://ono.unity3d.com/unity/unity/pull-request/131121/_/2021.1/platform/ps5/raytrace
This is a 2021.1 backport of the changes from #5262
To enable raytracing for PS5 platform

Testing status

Local test on PS5 & DX12 of HDRP_DXR_Test
