Requires a specific MicroExpress branch, because
MicroExpress itself works with both, NIO1 and NIO2.

We'll do a separate image for NIO2.

Set Package.swift version to 4.2, update pkg versions

Bump versions of different pkgs, e.g. NIO 1.9.4

Also use a version for MicroExpress, instead of the
branch.

Update IRC and Redis packages to new locations

The protocol implementations now live in a different
GitHub org (SwiftNIOExtras) than the clients (Noze.io).

Update to 1.8.0 API

... avoid NIO deprecation warnings.
