Huh, this is actually an idea I hadn't thought about - we don't necessarily need to rewrite all the text manipulations to operate on non-utf8 strings, just need to be able to represent surrogates and round-trip them back to bytes. Maybe.

replaced by #5587, which is a lot better idea
