Migrating the CLI to oclif gives us some advantages over vorpal
NodeJS is packaged with the CLI during build so users don't have to install it separately if they don't have it already
We can package the CLI into single file executables for Windows, Mac and Linux, we can also release to homebrew, wget, and npm.
We can make Over-the-Air updates to the CLI
