Lets get the current brute force method working for the optimizer class on solar rad and also a simple random sampling routine for adjusting the two degree day parameters. To finish this we need to create the parameter scenarios as well as add a bit of code to use loadstatvar and data object to compare measured and simulated daily solar radiation. Once that is working we can go ahead with PET and then flow/water balance and other options such as the config file versus user input. For now we can stick with user input via using the objects and methods in a script.

Or for configuring multiple parameterizations for comparing the results. To accompany this, v0.2 will also feature parameters optimization of some kind. The due date is not until September 30. This is to give us plenty of time to iteratively implement all relevant optimizations properly.

I have already made some steps towards having the library PyPI-ready. The library should be in a place where it's ready for John to use scientifically.
