What is the current behavior?

With PR #5817 the options.env is set, this seems to have the effect of removing appData from the environment which windows needs to complete a build. Not sure if this is the best corrective action but adding it explicitly here allows builds on windows to proceed.

What is the new behavior?

Build succeeds on windows.
