This configuration has proven unreliable, with failed tests (see MPAS-Dev#336) or hanging (`ocean/ziso/20km/default` hangs in the `pr` test suite)
Remove the unsupported Anvil config. and add the new Compy config.

This merge also updates
macheto v1.5.0 and MPAS-Tools to v0.15.0.Because Gnu support was added on Compy in this version of
mache, Compy (with Gnu and OpenMPI) is added to the list of Albany supported configurations and this configuration is made available in the matrix-build utility.On Cori, the directory for compass environments has been changed to the same one used by E3SM-Unified (because of bad performance and lack of space in the old location).
Because of trouble in the past, the Anvil configuration with Intel and mvapich has been labeled as unsupported.
Documentation has been updated accordingly.
