Also, update the COMPATIBILITY and VERSION files. The version is now 8.2, and
this version is compatible with both MPAS 8.0 and 8.2 (note that there was no
version of MPAS-A that specified its version as 8.1 from the standpoint of
physics data file compatibility).

Also update the COMPATIBILITY and VERSION files, which both now specify a
version of 8.0.

Update the Noah VEGPARM.TBL, LANDUSE.TBL, and SOILPARM.TBL to WRF v4.0.3

Additionally, set the table VERSION to 7.0, and set the COMPATIBILITY list
for these tables to include only MPAS v7.0.

MPAS v7.0 has updated the Noah scheme to that in WRF v4.0.3, and as part
of this update, new look-up tables are required.
