Fix bug where the Sandbox and Deployment ids provided by command line args aren't applied to the `PlatformConfig` when the native libs create the `PlatformInterface` instance. Note: this bug didn't affect the ids used by the application, it only resulted in incorrect ids elsewhere (e.g. values returned from `GetSandboxId()`/`GetDeploymentID()` in `EOSManager`)
