Adds two filter controls on the language page to help users discover repositories by popularity and recency.

Notes on Last Active filter
The sample data (
generated.sample.json) contains repos last modified in 2021, so short time ranges (1–12 months) return 0 results locally. The filter logic is correct and will work as expected with live production data.
