Enable reactor to return compiled code as application/javascript
With elm 0.18 one was able to get the compiled code as javascript by calling `_compile/path/to/file.elm`. This was useful for situation where a custom html was needed (ports, external javascript, etc.). This commit brings back this ability. Instead of `_compile/path/to/file.elm` use `/path/to/file.elm?output=js`.
