This PR bumps the nix build scripts version to use latest nixpkgs and stack configurations files.
Currently the default GHC version is still set to 9.8.4, this is because on GHC 9.10.2 and 9.12.2, build of
unixpackage seems to fail. This is most likely a problem with upstream (stackage problem and/or haskell.nix), still investigating where the bug report should go to, but for now we should be fine with 9.8.4
