What does this PR do?

Implement authentication UI

Description of Task to be completed

Add a login page
Add signup page

How should this be manually tested?

Run the following commands in Terminal

git clone https://github.com/AI-For-Rural/platform-dev.git
cd platform-dev
git checkout ft-authentication-layout

run yarn install and yarn start

Checklist

I have commented on my code, particularly in hard-to-understand areas
I have made corresponding changes to the documentation
