Made the WM_DESTROY fix official

The fix for jacobslusser#85, jacobslusser#93, jacobslusser#97 and jacobslusser#123 has been out and vetted by users for
quite a while now and so I'm making it the default behavior. Instead of
calling SetDestroyHandleBehavior(true) to enable it, it is now enabled
by default and can be disabled by calling
SetDestroyHandleBehavior(false).

3.5.6 Release

Version rev only; no code changes. This is just to address an issue with
the 3.5.5 NuGet packages.

This release also updates the native SciLexer.dll to v3.6.2.
