Joann M. Lockard, a career member of the Senior Foreign Service, class of Minister Counselor, joined the State Department in 1998. Prior to her confirmation as Ambassador to Burkina Faso, she spent almost nine years working in Africa, most recently as the DCM of the U.S. Embassy in Abidjan, Côte d’Ivoire.

of Mission at U.S. Embassy in Ouagadougou in July 2025. Julianna joined the Department of
State in 2003 after 14 years working in non-profit sectors in Chicago and Vietnam.
